1. (C) On May 14, ESTOFF delivered points in reftel A to
MOFA International Nuclear Energy Cooperation Division
Principal Deputy Director Zentaro Naganuma. Naganuma said he
appreciated the clarity of Washington's response on the
question of cooperation on fast reactor technology with
Russia and China. He said that we have "a difference of
views" on the subject, adding that, particularly with regard
to China, Japan has national security concerns that need to
be addressed. Naganuma asked whether the points in reftel A,
particularly regarding cooperation with China, are views that
are shared by DOD.


2. (C) Naganuma noted that Japan also sees the Joint
Communiqu as primarily a document for public release, while
the GNEP Statement of Principles could be the document to be
accepted by new GNEP partners. He added, however, that it
will need to include a mechanism for deciding on new
partners, or that a separate "Terms of Reference" document
would be required for this purpose.


3. (C) Naganuma said that Division Director Yasuyoshi
Komizo would accompany Minister Takaichi to Washington for
the May 21 GNEP Ministerial and that Komizo hopes to arrange
a technical level meeting with his DOS counterpart through
the Japanese Embassy in Washington. One issue he would
likely raise is the "appropriateness of cooperation on fast
reactor technology." (Comment: Naganuma has raised this
issue at each of our last two meetings, signaling that MOFA
has some serious concerns about cooperation on fast reactor
development. It may be useful for the Department to exchange
views more fully on this issue in a separate meeting with
Japanese counterparts around the GNEP Ministerial. End
