Kikuchi and to the MOFA Second Middle East Division Iran Unit
Chief Takashi Kamada on January 10, 2007. Kamada said he was
already aware of the designations from reported conversations
between Minister of Finance Koji Omi and Department of
Treasury Under Secretary of Treasury for Terrorism and
Financial Intelligence Stuart Levey. In addition, Deputy
Financial Attache shared the demarche with Ministry of
Finance (MOF) Legal Office Deputy Division Chief Shunichi
Fukushima on January 10, 2007. Fukushima expressed
frustration that Japan was caught off-guard because the
designations were leaked before Japan was informed.
