(C) Political Officer delivered reftel nonpaper to MOFA UN
Policy Division Director Shigeki Takizaki on March 27.
Takizaki responded on March 28, that the Government of Japan,
i.e., MOFA, METI and MOF, was presently considering how to
implement UNSCR 1737. Asked when he expected a decision,
Takizaki assured that Japan would decide prior to the 60 day
"deadline" (May 24) for its report to the Council as called
for in the resolution. Takizaki welcomed our offer to
provide any additional information that Tokyo might require,
noting that because Japan is no longer on the Council, MOFA
was unclear how the specific wording of the resolution was
decided and so might want further information and
clarification. Separately, POLOFF conveyed the nonpaper to
Second Middle East Division Principal Deputy Director
Motosada Matano on March 27. Matano, too, welcomed the
information and observed that it might take some time for
inter-agency discussions to determine what course of action
Japan will take.


2. (C) ESTOff delivered reftel nonpaper and the text of UNSCR
1747 to Satoshi Kikuchi of MOFA's Non-Proliferation, Science
and Nuclear Energy Division on March 27. When contacted
later, Kikuchi said he had already distributed the nonpaper
to his colleagues and discussed it with them. He assured
ESTOff that Japan would take "all necessary measures" under
UNSCR 1747. He noted that Japan had already taken all
measures required under UNSCR 1737 (regarding North Korea),
and assured that it would do the same for the new resolution,
including reporting to the Sanctions Committee within 60
days. He listened to ESTOff's explanation of the P5 1
ministerial statement and the EU's effort to engage Iran in
the near term, but offered no comment.


3. (C) FINATT Officer also shared the nonpaper with
counterparts at the Ministry of Finance who accepted the
paper without comment, simply stating that they would contact
the Embassy if they had any questions.
