LEAD STORIES: Most Wednesday morning papers front-paged
the Supreme Court's dismissal of a lower court ruling
that recognized the ownership by Taiwan of a dormitory
for Chinese students in Kyoto. The top court sent the 40-
year-old case back to the Kyoto District Court to re-
examine it after judging that Taiwan lost its ownership
of the dormitory when Japan switched its diplomatic
recognition from Taipei to Beijing in 1972.

1. "US Taking the Initiative in Promoting Middle East
Dialogues" The business-oriented Nihon Keizai wrote
(3/28): "The USG is taking the initiative in promoting
dialogues with Israel and pro-US Arab nations, including
the Iraq Stabilization Conference held on March 10 in
Baghdad and planned regular meetings of Israeli and
Palestinian leaders. The promotion of these dialogues is
also intended to contain Iran, which is expanding its
influence on the entire Middle East. There are always
risks that international terrorists will take advantage
of Middle East problems if left unresolved. The fact that
Secretary of State Rice announced plans for regular

meetings of Israeli and Palestinian leaders the day
before the Arab Summit indicated Washington's serious
intention to resolve knotty problems with Middle East
nations. Sunni-dominated Arab nations, including Saudi
Arabia and Egypt, have a deepened sense of alarm toward
Iran, a nation ruled by Shiites. The two moderate Arab
nations feel threatened by the 'expansionist trend' of
Iran, which is assisting the fundamental Palestinian
Hamas organization, while expanding influence on Shiite
groups in Iraq. In a sense, concerns in the two moderate
Arab nations are common to those of the US, which is at
odds with Iran over its nuclear development. Arab nations
are hopeful that a deep US commitment to future regular
meetings of Israeli and Palestinian leaders will contain
Iran's bid to expand assistance to Hamas."
