(C) On March 13, EMBASSY political officer delivered reftel
demarche on the Economy and Energy Cooperation Working Group
to MOFA Japan-Korea Economic Affairs Division Director Seiji
Okada. Okada said that Japan would have no objection to the
U.S. plan to provide energy assistance to the DPRK in the
form of electrical generators to regional hospitals, etc., as
described in State 29809. Reflecting the unsuccessful
outcome of the Japan-DPRK working group, Okada observed that
Tokyo would not supply any assistance of its own, but would
consider participating in any survey team that is sent to
assess the DPRK's energy needs.
