1. Reftel requested Embassy Tokyo to determine whether United
Nations University (UNU),Tokyo, or any of its affiliates
grant official status or recognition to organizations that
promote, condone or seek the legalization of pedophilia.
After a thorough examination, Embassy Tokyo has determined
that UNU does not grant any official status, accreditation,
or recognition to any organization that promotes and condones
or seeks the legalization of pedophilia or have subsidiaries
or member organizations that do.
2. In making this determination, Embassy Tokyo staff
reviewed the 140 NGOs and other organizations that are
considered by UNU to be its "partners." (List faxed to
IO/RHS.) Of the 140 partners, 27 were recognized as major
corporations and eliminated. We examined the remaining 113
partners, identifying for further review those that were not
immediately identifiable as not associated with pedophilia.
We then reviewed these remaining "partners" with NGOs
dedicated to fighting child sexual abuse -- End Child
Prostitution, Child Pornography and Trafficking in Children
for Sexual Purpose (ECPAT) and UNICEF. To their knowledge,
none of the UNU partners were associated with pedophilia. We
also crosschecked the list of UNU partners with websites of
organizations that promote pedophilia and of those that
combat it. None of the sites referred to any of the UNU
partners.
3. Embassy Tokyo POC for this report is Carol Reynolds,
reynoldsct@state.gov. Embassy Tokyo devoted 15 hours of
staff time to fulfill with this request.
