LEAD STORIES: The top story in Tuesday morning papers was
the Tokyo Stock Exchange's decision not to delist the
Nikko Cordial Group even after its accounting fraud
scandal.
"Iraq Conference: Can It Be Made into a Substantive
Framework?Q The top-circulation, moderate Yomiuri
editorialized (3/13): "It may take some time to determine
whether we can hope for results from the first
international conference on the stabilization of Iraq.
But we can say that this effort has the potential to
become an important change of course.... There is no
doubt that both Iran and Syria were keen to play up a
stance of cooperation on Iraq with the aim of emerging
from international isolation. Realizing their motives,
President Bush called on them to translate their stated
intentions into action. This is an important
international conference, and the efforts of all the
involved countries, not just Iran and Syria, are needed
to make it into a substantive venue. Concrete debate on
the issues is needed to find a path toward stabilization
in Iraq."
