1. (U) This message includes an action request. Please see
para 4.


2. (S) Econoff delivered reftel points on May 1 to
Anne-Chris Visser, Senior Advisor, Financial Markets Policy
Directorate, Ministry of Finance, and on May 2 to Joost van
Ettro, Policy Officer, Terrorism and New Threats Unit,
Ministry of Foreign Affairs. Both officials noted they would
check with relevant GONL and banking counterparts and the
Dutch Intelligence and Security Services (AIVD) to identify
whether they had any information on Saudi Arabian and South
African-based financiers of the Taliban. They also asked
whether the USG had contacted the AIVD through intelligence
channels and asked for additional details on the entities and
USG objectives to help them form a substantive response. The
GONL was increasingly hesitant to share information, Visser
commented, given recent press reports alleging that USG
intelligence agencies had approached U.S. branches of Dutch
banks directly for financial transfer data and given the
debate over privacy issues within the EU regarding Passenger
Name Records.


3. (S) Visser said Dutch participation in a joint
political/military delegation to South Africa and Saudi
Arabia would depend on a continued Dutch military presence in
Afghanistan. The Dutch parliamentary debate on whether to
extend the mission in Uruzgan will occur this summer,
probably in August. If the GONL ultimately decides to
withdraw its military presence in Afghanistan, Visser said
Dutch participation in a delegation would be very unlikely.


4. (S) ACTION REQUEST: Post would appreciate receiving
additional information on the financiers and USG objectives
that can be passed to GONL officials. Post believes this
will help facilitate a substantive Dutch response to reftel
request.
