1. (S) The Dutch will present briefings in both the
Information Exchange and Enforcement Experts meetings of the
Australia Group Plenary in Paris, June 4-7, said MFA Senior
Advisor for Nuclear Affairs and Nonproliferation Ceta Noland
on May 3. According to Noland, the Dutch will build upon a
previous Information Exchange briefing based on research from
the Dutch firm TNO on "methyl ethylene glycol" (MEG). Noland
said the TNO research is "quite worrisome," as MEG can be
produced in mass quantities and has potential application for
terrorist use.
2. (S) Noland said the Dutch will not present on Russia,
noting that Dutch intelligence agencies have scant
information on Russian chemical and biological weapons (CBW)
programs -- "we rely on your intelligence services for news
on Russia," she said. Noland added that even Dutch
assistance to Russia on chemical weapons destruction is
handled through the United Kingdom, so actual Dutch
interaction with Russia on CBW is quite limited.
3. (S) Noland said the Dutch intend to present in the
Enforcement Experts meeting, but are not yet sure what the
topic would be. She said the Dutch will aim to coordinate
both briefings a week prior to the plenary.
