1. (C) Charge d'Affaires delivered reftel demarche April 20
to Laurent Stokvis, Director of the MFA Americas Department.
According to Stokvis, the closure of RCTV has been of
"concern to (the GONL) for quite a long time." The Dutch, he
said, are pushing the Venezuelans bilaterally and are
encouraging the EU to take an unambiguous approach.
2. (C) Stokvis added that he just returned from Venezuela.
Chavez, he said, has "really been moving very fast" since the
elections to consolidate power and marginalize other
institutions.
