1. (SBU) GONL supports the sharing of Iran export denial
information with the International Atomic Energy Agency
(IAEA) Secretariat and the UN Security Council, but not with
IAEA member states, say Dutch officials Kees Jan Steenhoek,
Senior Policy Advisor for Foreign Economic Relations and
Export Control, Ministry of Economic Affairs, and Ceta
Noland, Senior Policy Officer, Nuclear and Non-Proliferation
Division, Ministry of Foreign Affairs.
2. (SBU) In response to reftel demarche, the Dutch officials
told Econoff export denials contain sensitive information
based on intelligence. Sharing beyond the IAEA Secretariat
and UN Security Council, such as with the IAEA member
countries, risks alerting Tehran to Nuclear Supplier Group
(NSG) knowledge regarding Iranian front companies.
Distribution to member states is "a problem in principle,"
Noland said. She added GONL does not support sharing even a
minimum amount of information, such as the item sought and
end user, with IAEA member states. The EU does not have a
full embargo with Iran, and so has a different perspective
than the U.S., she added, which has a full embargo and does
not risk sharing sensitive information. Other countries
without embargoes will "probably also have problems," she
said, especially since Iran is an IAEA member.
3. (SBU) Noland will lead a seven-person Dutch delegation to
the upcoming April 16-20 NSG Consultative Group and Plenary
meetings in South Africa, where she expects the USG
delegation to discuss the information sharing proposal. She
will be accompanied by Jan Steenhoek and staff from Dutch
intelligence, military intelligence, and Customs agencies.
