Burma resolution
--------------
1. (C) POLOFF delivered reftel demarche to new MFA Human
Rights Division Head, Maryem van de Heuvel (who recently
returned from an assignment in Brussels) and Human Rights
Policy Officer Joris Geeven, March 6. Van de Heuvel said she
had not previously heard that the U.S. was pushing for an HRC
special session on Burma and saidshe would have to consult
internally, within MFA and with EU partners. Van de
Heuvel's initial eaction, she said, was that the regular
session ould be the best place to push for action on Burma.
Geeven added that many HRC members would view a all for a
special session as precipitous, absentattempts at the
regular session. Van de Heuvel equested additional
information on U.S. thinking which could be passed through
the Dutch mission in Geneva.
2. (C) Van de Heuvel said that the EUwas prepared to
co-sponsor a Burma resolution, i introduced by the U.S. The
EU would not introdce such a resolution, but according to
van de Hevel the Dutch think a U.S. resolution would be a
good idea.
Defamation of religion
--------------
3. (C) Van de Heuvel said that the Duch were prepared to
follow EU policies on freedo of speech and resist any OIC
effort to introduc defamation of religion language. The
Netherlands was prepared to introduce amendments to that
efect. She said the Netherlands was not/not prepare to
work independently of the EU Presidency.
. (SBU) POLOFF asked van de Heuvel to consult withn the MFA
on these matters. She promised to do so.
