1. (U) As requested, Post conveyed ref A message from
Secretary Rice to Dutch Minister for Development Cooperation

van Ardenne. Post also followed up with officials from the
Dutch ministries of Finance and Foreign Affairs to emphasize
the importance of the February 13-14 Liberia Partners' Forum
and to urge high-level Dutch representation at this meeting,
as requested ref B. As of February 7, Post understood the
GONL still intended to send a representative from their
Embassy in Washington to attend the Forum (also reported ref
C).
2. (SBU) In 2006, the Netherlands provided Liberia with
approximately 2 million euros for police uniforms and
equipment. However, the Netherlands has limited bilateral
interests in Liberia and the country is not on the GONL's
official list of 36 development assistance partner countries.
Foreign Affairs Ministry officials had earlier indicated
that the GONL was phasing out its humanitarian aid programs
in Liberia, as the situation there requires more resources
than the Dutch have available given ongoing commitments in
Sudan and the Great Lakes region. See ref C and D for
earlier reporting.
