1. (U) This message includes an action request. Please see

2. (SBU) Econoff delivered on August 9 reftel points and
background information concerning the USG domestic
designation -- under E.O. 13224 -- of the Al-Salah Society
and the Al-Salah Society's Ahmad Al-Kurd to Erik Ligthart,
Deputy Director, Financial Integrity Unit, Dutch Ministry of
Finance, and Andre van Wiggen, Deputy Head, Terrorism and New
Threats Unit, Ministry of Foreign Affairs.
3. (SBU) The Dutch officials noted that the information
provided would be passed to the Dutch Intelligence and
Security Services (AIVD) and other relevant financial
organizations in the Netherlands. Van Wiggen asked whether
the USG would seek an EU listing as provided for by EU Common
Position 931/2001. To determine whether a national listing
under Dutch Sanctions law was feasible, van Wiggen also asked
for any additional operational information on activities of
the Society in the Netherlands and Europe.
4. (SBU) ACTION REQUEST: Post would appreciate additional
information on whether the USG is seeking an EU listing, and
on Al-Salah Society and Ahmad Al-Kurd activities in the
Netherlands and Europe that can be passed to the GONL.
