1. Post Law Enforcement and Counterterrorism Working Group has been
meeting regularly since 2001. The LE/CT Working Group is chaired by
DCM Michael Gallagher and coordinated by Global Issues Section Chief
Susan Garro. In addition to all law enforcement agencies at post
(FBI, DEA, ICE, CBP, U.S. Secret Service, and RSO),the Economic and
Global sections and Consulate General Amsterdam are represented in
the working group. Other sections participate in meetings on an ad
hoc basis. The LE/CT working group, which normally meets bi-weekly,
provides a forum for coordinating agencies' law enforcement, border
security, and counter terrorism efforts. Participation by the CG
enhances coordination between the Embassy and its constituent post,
and provides a forum for regular VISAS VIPER meetings. Post
Terrorism Finance Coordination Officer Jay Heung uses the meeting to
coordinate with other agencies on terrorist financing issues.
2. The LE/CT group will review effectiveness and efficiency of
inter-agency law enforcement and counter terrorism information
sharing, as requested reftel, at an early September meeting and will
report conclusions at that time. Previously scheduled annual leave
by the chair and other key members of the group preclude doing so at
an earlier date.
