(C) On August 20, EMBASSY Refugee Officer delivered demarche
request (reftel A) to MFA Deputy Director of International
Organizations and Human Rights Simona Halperin, encouraging
the GOI to respond positively to an upcoming UNHCR invitation
to participate in tripartite discussions on the situation of
Sudanese and other migrants and asylum seekers attempting to
cross from Egypt into Israel. Halperin promised to convey
the message to her government, and said she thought the GOI
would be more than willing to join the talks. She reiterated
concerns (reftel B) about a reported UNHCR-GOE dispute,
however, and expressed her hope that the talks were "still on
the right track" and the UNHCR mediator role will not prove
"counterproductive."
