1. (SBU) On March 19 the DCM followed up with the UN Resident
Representative on UNDP funding of what turned out to be a GOU
delegation lobbying against a U.S.-sponsored Third Committee
human rights resolution. The UN Resident Representative
confirmed the information in ref A, regretting the funding of
this delegation, and stated it would not happen again.
2. (SBU) Post extends kudos to USUN for its timely and
effective work in responding to the UNDP Resident
Coordinator's misuse of UNDP funds to support the travel of
five Uzbek government officials to New York to lobby against
a U.S.-sponsored Third Committee human rights resolution, and
for providing Post the details on which to reinforce the
point in Tashkent.
