(SBU) Poloff delivered reftel demarche February 26 to Ismat
Fayzzulaev, Chief of the Ministry of Foreign Affairs U.S.
Division. Fayzzulaev said that he would convey the request
that the Government of Uzbekistan endorse the Global
Initiative Statement of Principles to Foreign Minister Norov.
As of March 12, there has been no substantive response to
the request. (Note: Post attempted to deliver the demarche
jointly with the Russian Embassy. However, our Russian
colleagues report that they are still awaiting instructions
from Moscow. End note.)
