1 (SBU) Poloff delivered ref A information by diplomatic note
to the Ministry of Foreign Affairs on July 10. As of July
18, the Government of Uzbekistan has provided no response.
On June 11, Poloff delivered ref B information to Ismat
Fayzullaev, the Foreign Ministry's director for U.S. Affairs.
Fayzullaev said he would refer the information to
Uzbekistan's National Agency for Aviation Oversight
(GosAviaNadzor),but we have received no response so far.
¶2. (SBU) Comment: Because of an overall strained bilateral
relationship, the Uzbeks may be very slow to provide a
substantive response on USG initiatives at the ICAO General
Assembly, if they provide one at all. Post will continue to
encourage feedback.
