COUNTRY CONDITIONS: No change from previous fraud summary. ¶B. NIV FRAUD: No significant changes from the previous fraud summary. Post continues to verify suspicious applicant-provided information using various online resources, including but not limited to Lexis-Nexis and the CCD, which we are finding to be a valuable and far-reaching tools. ¶C. IV FRAUD: Post began full IV and DV processing in May 2007. To date, no fraud has been detected among IV applicants in Tallinn. ¶D. DV FRAUD: See above regarding IV fraud ¶E. ACS AND PASSPORT FRAUD: None detected since previous fraud summary. ¶F. ADOPTION: No change from previous fraud summary. ¶G. ASYLUM AND OTHER DHS FRAUD: As reported septel, Post recently completed processing of a VISAS-92 case in which we noted evidence of fraud in the petitioners own asylum application to DHS. Specifically, the petitioners claims of violence against family members and of membership in a minority religious group were directly contradicted by the VISAS-92-applicant husband. ¶H. COOPERATION WITH HOST GOVERNMENT AUTHORITIES: During the reporting period 1,586 Estonian passports were reported lost or stolen to the Estonian passport office, and subsequently reported, via Post?s automated LASP process, to the Department for upload to CLASS. ¶I. AREAS OF PARTICULAR CONCERN: None at this time. ¶J. STAFFING AND TRAINING: The consular section consists of two officers, one consular associate and two FSNs. The FSNs and consular associate assist with fraud prevention work as required. Both officers have completed PC541 Fraud Prevention for Consular Managers.
