1. (SBU) On November 21, Polecoff delivered reftel points
and a corresponding Diplomatic Note to Veikko Kala of the
Ministry of Foreign Affair's International Organizations
and Regional Cooperation Division. Kala responded that the
Government of Estonia (GOE) has not yet reached a decision
on which candidate they are going to support. Kala
indicated the GOE would be better prepared to discuss this
issue in January , closer to the date of the election.
