(U) On October 2, Polecoffs delivered reftel points to
Veikko Kala, Attache, in the MFA's International
Organizations and Regional Cooperation Division. Kala
said he was unable to offer a response at the moment as
the Government of Estonia (GOE) is still working with
its EU partners to draft a common position on the issue.
Kala said he expects the EU will have a position
prepared at the time of the first informal meeting.
