Toomas told us that the GOE considers it "still too early to speculate on what to do if there is no UN Security Resolution." Estonia continues to support the Ahtisaari Proposal in EU fora with skeptical member states (e.g., Spain, Greece, Cyprus, and Hungary). Toomas said that while there have been some promising signs from the Greeks -- who have recently acknowledged that the status quo for Kosovo is untenable -- a common EU position on what to do in lieu of a UN resolution is nowhere near.
