1. (SBU) On May 18, Poloff and Russian Embassy First
Secretary Vadim Vasiliev, jointly delivered reftel

points to Arti Hilpus, MFA Security and Arms Control
Director, and Kristjan Prikk, Acting Counter Terrorism
Desk Officer, on the Organization for Security and
Cooperation in Europe (OSCE) conference on Public-
Private-Partnership (PPP) to combat terrorism. Although
recent events between Estonia and Russia made the
meeting tense, the Estonians agreed that it was
important for every country to work together in
combating terrorism. Although he was unable to provide
specific names, Hilpus said that the Estonian delegation
will consist of 3 technical experts - one each from the
Ministry of Internal Affairs, the business community and
the NGO community.
