(U) Post delivered reftel points to Mr. Martin Rakov, Executive Officer of the Aviation and Maritime Department of the Estonian Ministry of Economic Affairs and Communication (MOE). ¶2. (U) Mr. Rakov told us that the Estonian Ambassador to the EU, Mr. Vaino Reinart, will sign this agreement for Estonia. The GOE's procedure for signing the agreement will be as follows. First, MOE will prepare all documents for the GOE to approve this agreement. Next, the GOE will authorize Ambassador Reinart to sign it. Third, the MFA will prepare credentials for the Ambassador. And finally, Ambassador Reinart will sign the agreement on April 25 at the COREPER II meeting in Brussels. ¶3.
