1. (C) Embassy Suva took the opportunity of a DATT visit to
deliver ref A demarche on the future of U.S.-Iraq bilateral
relations to Tonga MFA Acting Secretary Malolo and CHOD BG
Uta'atu on Nov. 27. Neither seemed disturbed or surprised by
the plan. MFA promised to inform the Minister and Secretary,
both of whom were away. BG Uta'atu said he understands the
context. He sees the plan as "a natural progression of
things in Iraq." See ref B for discussion of political
factors that will affect future Tonga deployment decisions.
