(s) Polcouns conveyed reftel points April 5 on stopping
travel to annual PKK terrorist meeting to MFA Deputy Director
for Counter-terrorism Niklas Wiberg. Wiberg said the Turkish
Ambassador had earlier approached the MFA in this regard. He
said the MFA would communicate our concerns to the Ministry
of Justice and the Security Police (SAPO) and consider with
them what measures the GoS could legitimately and practically
take. One problem would be that the PKK (Congra Gel) and
other recognized terrorist groups did not appear on the
Schengen listing. Finding a legal basis for stopping travel
may not be possible.
