1.(u) Polcouns discussed 9/18 Sweden's position on becoming a
founding member of the Partnership for Democratic Government
with MFA Democracy and Civil Society desk officer Karin
Hoglund. Hoglund said she expected a final political
decision on joining would be made at the political level by
September 21. She did not expect Sweden would make a
financial contribution, but endorsement of the Declaration of
Principles was still being considered.
