(c) Polcouns delivered September 14 reftel demarche on the
proposed EU border mission to Lebanon to MFA Near East and
North Africa Deputy Director Torkel Stiernlof, Stiernlof
said Sweden saw positive aspects to the Spanish proposal and
thought it worthwhile to see if Syria was serious. Stiernlof
noted the EU's association agreement with Syria and said the
Swedish inclination was to "pull rather than push" the
Syrians. He said Sweden would not block the sending of a
fact-finding mission. Underscoring that the process was in
its planning phases, he took note of our desire to ensure
that any EU work to secure the Lebanon-Syria border be as
Lebanon-oriented as possible and said Sweden would pay
attention to the implementation, particularly in connection
with the presence of international monitors for any technical
assistance.
