SUBJECT: IDENTIFIER INFORMATION FOR GENERAL ZOLQADR

1. (U) This is an action request. Please see para 4.


2. (U) Background: In late March 2007, the GOR submitted
a note verbale to the UNSC Iran Sanctions Committee --
established pursuant to Resolution 1737 -- reporting travel
to Russia by General Zolqadr, who was designated pursuant to
UN Security Council Resolution 1747. The visit covered the
period of April 4-8, 2007. Additionally, the note provided
the General's passport number: A 0022844. The Department is
interested in gathering any further identifying information
on Zolqadr, specifically his date of birth, to assist with
U.S. implementation of the asset freeze imposed on General
Zolqadr in UNSCR 1747.



3. OBJECTIVES: Post should:

-- Thank the GOR for submitting notification of General
Zolqadr's travel to the UNSC Iran Sanctions Committee
pursuant to UNSCR 1742.

-- Ask GOR interlocutors if they have any further identifying
information on General Zolqadr beyond his passport number
(particularly his date of birth) and request that the GOR
provide it to the committee as well.

-- Express to the GOR that the sharing of such information
will assist UN member states in implementing their obligation
to implement the asset freeze imposed on General Zolqadr in
UNSCR 1747.


4. (S//NF) ACTION REQUEST: Department requests Post draw
from paragraphs 2 and 3, as appropriate, to seek specific
identifying information from the GOR on General Zolqadr. We
are specifically interested in his date of birth. Post is
requested to report delivery of the demarche and any
immediate reaction by June 8.
