Department agrees to reftel proposal that the Ambassador
issue and read aloud an Azerbaijan-specific statement in A/S
Lowenkron's name, with the following two changes:
Please change the first sentence as follows: "A free and
active press is one of the most important pillars of
democracy." To the sentence urging the media "to raise
professional and ethical journalistic standards" please add
the following: ", although low journalistic standards should
not be used as a rationale for the harassment or criminal
prosecution of a media outlet."
