1. (C) Kosovo independence is a major priority in our
current foreign policy and will dominate much of our work in
the Security Council over the next month. Embassies in
non-European Security Council countries will play a pivotal
role in advancing our policy of a supervised independence for
Kosovo. We recently asked for your assessment (reftel) of
how to win your country,s support for a resolution affirming
the Ahtisaari plan. Thank you for your initial
recommendations and demarches on this issue. I now ask that
you give me your personal assessment based on recent outreach
and recommend all necessary means to secure your country,s
support, including high-level calls from myself, the
Secretary, or the President. I would appreciate your

feedback by Monday, April 16th.
2. (C) Additionally, please keep your eyes and ears open
for any information on activities by Russia,
Serbia or other parties to lobby members of the UN Security
Council in your capital against support of the Ahtisaari
Proposals on Kosovo or Kosovo independence. I greatly
appreciate your personal attention and efforts on this high
Department priority.
