Department requests the Ambassador meet with President Garcia in advance of his trip to the U.S. with the goal of gaining Peru's support for UN Special Envoy Martti Ahtisaari's recommendations on Kosovo future status, including independence for Kosovo. It would be better for Peru to make this decision now rather than having President Bush raise Kosovo as a topic of discussion during President Garcia's visit. For additional points see reftels. End action request. ¶2. (U) Department requests post pursue the following objective: -- Secure President Garcia,s agreement now, before his trip to the U.S., to support Ahtisaari's proposals and eventually back a new UN Security Council resolution in support of those proposals. ¶3.
