2. (SBU) The United States is deeply concerned that the
deadlock between the ruling-National Congress Party (NCP) and
the Sudan People's Liberation Movement (SPLM) over thorny
Comprehensive Peace Agreement (CPA) implementation issues
could lead the parties back to war. The SPLM temporarily
suspended its participation in the Khartoum-based Government
of National Unity on October 11. During his recent visit to
the U.S., First Vice President Salva Kiir sought U.S.
assistance in fostering international pressure to help the
parties put CPA implementation back on track. The United
States is committed to leading international efforts to spur
forward the CPA, which is inextricably linked to any
successful end to the conflict in Darfur.
3. (SBU) Secretary Rice will convene a Sudan Ministerial
with regional partners focused on CPA implementation during
her visit to Addis Ababa, Ethiopia on December 5. The
objective of the Ministerial is to elevate discussion of the
CPA and reenergize the leadership of regional actors on CPA
implementation. Other Sudan issues, including Darfur, will
not be explicitly addressed.
4. (U) Sudan Ministerial Invitees: Secretary Rice would
like to invite Foreign Ministers from Djibouti, Ethiopia,
Kenya, and Uganda to participate; Chairman Konare and/or Amb.
Djinnit from the African Union; and new UNSRSG to Sudan
Ashraf Qazi. An invitation will also be provided to the
National Congress Party (NCP) and SPLM to send a
representative each as parties to the CPA. As this meeting
is for regional partners, the United States will not/not
invite international (i.e. Western) partners to the meeting.
5. (SBU) Proposed Sudan Ministerial Agenda (tentative)(75

co-Chair of the Assessment and Evaluation Commission (AEC))

6. (U) ACTION KHARTOUM: Drawing from the background
above, Post is instructed to invite representatives of the
parties to the CPA, including President Bashir and/or Vice
President Taha, and First Vice President Kiir. Post should
also invite UNSRSG Qazi.
7. (U) ACTION NAIROBI: Drawing from the background above
and previous discussions with Moi (septel),Post is
instructed to invite the Kenyan Foreign Minister to
participate. In addition, Post should request that the FM,
or appropriate designate (perhaps former President Moi or
IGAD mediator Sumbeiyo),prepare a short-brief on CPA
implementation, and present in Kenya's capacity as co-chair
of the Assessment and Evaluation Commission (AEC). Kenya may
want to draw on the recently completed AEC Factual Report on
the Status of CPA Implementation.
8. (U) ACTION USUN: Post is requested to engage with
appropriate UN counterparts to brief them on plans for this
meeting and to advise them that Embassy Khartoum is directly
inviting UNSRSG for Sudan Qazi.
9. (U)ACTION ADDIS, DJIBOUTI, AND KAMPALA: Drawing from
the points above, Posts are instructed to invite their host
countries Foreign Ministers to discuss regional involvement
in CPA implementation.
10. ACTION USAU: Post is instructed to invite Chairman
Konare and/or Ambassador Djinnit to the Secretary-hosted
Sudan Ministerial to discuss AU and regional involvement in
CPA implementation.
