1. (U) This is an Action request. Please, see para 3 below.
2. (C) BACKGROUND: Responding to an earlier U.S. suggestion
for cooperation to improve Georgia,s export controls, Polish
Ministry of Foreign Affairs (MFA) Under Secretary Witold
Waszczykowski has proposed a joint U.S.-Polish Export Control
Seminar to be held possibly in the first half of 2008 in
Tbilisi, Georgia (reftel A). The purpose of the seminar is
to assist with improving Georgia's export control system.
The Polish proposal also stated that the seminar would focus
on a complex evaluation of Georgia's export control system as
well as defining directions of its further development.
(Note: The U.S. has recently completed an in-depth review of
Georgia,s Strategic Trade Controls, which include export
controls. The U.S. feels that that this document could
facilitate this seminar and hopes to be able to share this
document with Poland during the planning stages. The U.S.
would seek Georgia,s concurrence in advance of releasing
this assessment to Poland. End Note.) In addition, the
seminar would assist in bringing together Georgian
institutions that are involved in export control policy,
development, and implementation to include manufacturing
representatives and brokers who are not subject to any
training activities at present.
3. (C) ACTION REQUEST for Embassy Warsaw: Post is requested
to respond through appropriate means to host government
officials in order to accept this proposed offer to work with
Poland on a joint export control seminar in Georgia. Post
should request an outline of ideas and a point of contact at
Polish MFA to work with on coordination efforts. Post should
also inquire as to whether or not this idea has been
previewed with Georgia and if so, its response.
4. (U) Washington appreciates post's assistance. Please slug
replies for ISN/CATR, ISN ECC, and EUR/PRA.
