This is an Action Request. See paragraphs 2 - 4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on license 05-050071971 for the export of pistols and ammunition to Uganda. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for Request: Large quantity of firearms and ammunition is being exported to Uganda for the protection of dignitaries during Commonwealth Heads of State and Government Meeting. Confirmation of stated end-use and determination of ultimate use following Meeting is requested. ¶4. Action Request: Post should make appropriate inquiries to confirm that the Ugandan Ministry of Defense (MOD) will be using the exported items for the protection of dignitaries during the Commonwealth Heads of State and Government Meeting. Post should seek verification to justify why such a large quantity of firearms and ammunition is necessary. Post should also seek information regarding final disposition and end-use of the firearms and ammunition following the conclusion of the Meeting. In its reply, Post is encouraged to comment on any other information pertinent to this transaction such as security of facilities and other concerns about the parties involved. ¶5.
