Following an Embassy review which identified no derogatory information, the Department reviewed its files and identified no derogatory information on the following Ukrainian officers who will attend a Strategy Meeting for the GUAM Task Force on Counter Terrorism on October 29 and a Post-Operation Meeting for the GUAM Task Force on Drug Trafficking on October 30 in Baku, Azerbaijan. This vetting is pursuant to the Leahy Act. ¶2. The proposed candidates are: Mosharov, Oleksii Position: VLEC Coordinator, Antiterrorists Center, Security Service of Ukraine DOB: March 17, 1965 POB: Kyiv, Ukraine Passport: CP019613 Zemtsov, Anatoliy Petrovych Position: Deputy Chief, International Drug Trafficking Department, Main Directorate for Combating Corruption and Organized Crime, Security Service of Ukraine DOB: June 2, 1966 POB: Osinovoe village, Krasnopol'skyy rayon, Mohilev Oblast, Belarus Passport: CP008490 Bashta, Ivan Ivanovych Position: Acting Chief, Department for Combating Drug Trafficking, Ministry of Interior of Ukraine DOB: September 24, 1968 POB: Sumy Oblast, Ukraine Passport: CP011652 ¶3. Post is therefore authorized to provide the following statement: "Embassy verifies that as of October 24, 2007, the Department of State possesses no credible information of gross violations of human rights by the individuals listed above." This cable completes the joint human rights vetting approval process for the listed participants who will attend a Strategy Meeting for the GUAM Task Force on Counter Terrorism on October 29 and a Post-Operation Meeting for the GUAM Task Force on Drug Trafficking on October 30 in Baku, Azerbaijan. Note that if at any time Embassy becomes aware of any information regarding incidents which could be deemed to be credible information of a gross violation of human rights by any unit involved in USG-funded training, Embassy should so inform the Department.
