(U) This is an Action Request. See paragraphs 2 - 4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on license 05-1003329 for the export of sonar equipment to Turkey. Post is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (U) Reason for Request: Purchase of United States Munitions List (USML)-controlled military electronics by Turkish civilian end-user, Institute of Marine Sciences at the Middle East Technical University. Institute has never been subject to a Blue Lantern before as this is its first license. ¶4. (U) Action Request: Post should make appropriate inquiries to determine if the end-user, Institute of Marine Sciences at the Middle East Technical University, received the USML-controlled articles listed below and that the items are being used for the purpose stated in the approved license. In its reply, Post may also comment on any other information pertinent to this transaction such as security of the facility, concerns about the Institute, and the end-user,s understanding of restrictions on re-export or retransfer of USML items. ¶5.
