1. (U) This is an Action Request. See paragraphs 2 - 4.


2. (U) The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 05-1009620 for the export of
digital receiver systems to India. Post is requested to
complete this Blue Lantern check within 45 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.


3. (U) Reason for Request: To assure end-user compliance with
the following proviso: "Approved only for use on manned
aircraft ONLY. Not for use on GSLV (Geo-synchronous Satellite
Launch Vehicle) Satellite Launch Program."


4. (U) Action Request: Post should make appropriate inquiries
to determine if end-user, Park Control & Communications,
received the United States Munitions List (USML)-controlled
articles listed below and that the items are being used as
for the purposes stated in the approved license. Post should
specifically verify that the exported items are only being
used in manned aircraft and are not being used in the
Geo-synchronous Satellite Launch Vehicle Launch Program, as
required by the proviso in paragraph 3 above.

Government of India.
