(U) This is an Action Request. See paragraphs 2 - 4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Posts' assistance in conducting a post-shipment check on license 05-989063 for the export of crystal oscillators and manufacturers data pack to Japan. Posts are requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (U) Reason for Request: Confirming end-use of exported items and adherence to provisos on the license. ¶4. (U) Action Request London: Post should make appropriate inquiries to determine that all ten (10) of the exported items were received by IGG Component Technology Ltd. Post should make further inquiries to assure that three (3) of the exported items were properly forwarded to the Japanese end-user, MELCO (Mitsubishi Electric),and seven (7) of the exported items remain in the possession of IGG Component Technology Ltd. (ref IGG Parts Control and Accountability Plan). Post should inquire as to whether any hardware or technical data has been retransferred/re-exported to any third party (anyone other than MELCO). Action Request Tokyo: Post should make appropriate inquiries to determine if the end-user, MELCO (Mitsubishi Electric), received the three (3) listed United States Munitions List (USML)-controlled articles and that they are being used for the purposes stated in the license (ref MELCO Parts Control and Accountability Plan as required). ¶5.
