Counter-terrorism Committee (CTC) Chairman Arias will provide on, October 10, an informal briefing to the Security Council updating the UNSC on Member States' implementation of UNSCR 1373. The basis for the briefing is to report progress on Preliminary Implementation Assessments (PIAs),which have been drafted by the CTC's Counter-terrorism Executive Directorate (CTED) and which provide a comprehensive overview of Member State implemenation of UNSCR 1373. All PIAs are subject to final approval by the CTC, and Member States have opportunities to comment on the draft PIA of their country's performance. -------------- Objectives -------------- ¶2. USUN may wish to draw upon the following points in responding to Arrias' statement updating the UNSC on its assessment of Member States' implementation of UNSCR 1373. The United States thanks you (Chairman Arias) for your update on the status of the implementation of resolution 1373. We also thank your assistant Angelica Jacome for all of her hard work. As all of you (UNSC members) know, the issue of counter-terrorism is one of the highest priorities of the USG. It is disappointing that the CTC could not agree to consider the global analysis prepared by CTED as a basis to brief the Council on the status of implementation by all states of resolution 1373. With respect to next steps, the United States supports a regular update by CTED of the "Analysis on the status of implementation of Security Council Resolution 1373 (2001)." We think that such an update would provide a better picture of progress being made towards implementation. We also believe that, as appropriate, reports should be more detailed, highlighting when in a region or subregion specific and important differences exist in countries' implementation of the resolution. -------------- Background -------------- ¶3. Resolution 1373, which the Security Council adopted unanimously in September 2001, obligates states to take wide-reaching measures to combat terrorism. The resolution also established the Security Council's Counter-terrorism Committee (CTC) to monitor states' implementation of the resolution and to facilitate the delivery of technical assistance to states that need it to implement the resolution. In 2004, the Council established the Counter-terrorism Committee Executive Directorate (CTED) to assist the CTC in monitoring states' implementation of 1373 and in CTC's capacity-building efforts. CTED began last year drafting preliminary implementation assessments (PIAs) to assess progress on and gaps in Member States' implementation of 1373. CTED has completed draft assessments for all Member States. Approximately one-third of the PIAs have been reviewed by the CTC, and Member States will soon have the opportunity to comment on the assessment of their state's implementation of UNSCR 1373. Arias' statement to the Security Council reflects the lack of consensus within the CTC on how to proceed with CTED's draft overview of Member State compliance assessing 1373 implementation by region and/or subregion and by theme. -------------- Point of Contact -------------- ¶4.
