¶1. (U) In response to reftel invitation from Foreign
Minister Rashid Meredov to Secretary Rice to attend the
"International Conference on Preventative Diplomacy in
Ashgabat scheduled for December 10-11, 2007, and the opening
of the UN Center for Preventative Diplomacy, please forward
the following letter by diplomatic note from Assistant
Secretary Richard Boucher on behalf of the Secretary. No

Dear Foreign Minister Meredov,
Secretary of State Rice has asked me to convey to you her

appreciation for your invitation to attend the International
Conference on Preventative Diplomacy to be held in Ashgabat,
December 10 and 11. Regrettably the Secretary will be unable
to attend the conference.
