(SBU) Country clearance is requested for Kathryn Lurie, DRL/NESCA Foreign Affairs Officer to visit Azerbaijan, Turkey, United Arab Emirates (Dubai) and the United Kingdom during the period September 25-October 2. The purpose of the trip is to meet with the Iran Watchers, NGOs, members of the Iranian Diaspora, and government officials on human rights and democracy issues in Iran. ¶2. (SBU) Embassy assistance in setting up appointments would be greatly appreciated. Department requests assistance with arranging lodging within per diem for the nights of September 25-October 1. ¶3. (SBU) For Baku: Mrs. Lurie requests meetings with the Iran watcher, contacts knowledgeable about the Azeri minority in Iran and additional meetings as Embassy sees fit. ¶4. (SBU) For ConGen Istanbul: Mrs. Lurie requests meetings with the Iran watcher, and additional meetings as ConGen sees fit. For Ankara, Mrs. Lurie request meetings with Conoffs on Iranian refugee processing and will attend additional meetings with Iran watcher. ¶5. (SBU) For RPO Dubai: Mrs. Lurie requests meetings with RPO Dubai staff. ¶6. (SBU) For London: Mrs. Lurie requests meetings with the Iran watcher, FCO, and additional meetings as Embassy sees fit. ¶7.
