(U) Reftel provided the unit identification and unit commander's name for a Rwanda Defense Force (RDF) scheduled to participate in ACOTA training prior to deployment to AMIS. Reftel further reported that Embassy Kigali has conducted a file check and found no derogatory information regarding gross abuse of human rights on the part of the commanding officer or unit. ¶2. (SBU) The Department has reviewed its files and determined they hold no credible information regarding gross abuse of human rights on the part of the identified unit or unit commander.
