1. (SBU) On May 22, Boyan Boyanov of the Ministry of Defense
International Organizations and Arms Control Department
confirmed that reftel quantities of atropine auto-injectors
had been legitimately ordered by the Military Medical Academy
(which is overseen by the Ministry of Defense). Boyanov
further confirmed that the Military Medical Academy is an
authorized recipient of chemical warfare countermeasure
equipment. According to him, the Military Medical Academy
made a similar purchase through Maimex Bulgaria in 2002.
2. (U) Based on available information, post believes reftel
transaction to be legitimate.
