1. (C) After delivering reftel talking points on December 27,
we followed up with MFA Iran desk officer Oleg Doichinov on
January 11. Doichinov confirmed that state institutions
(including the Financial Intelligence Agency, Customs
Service, and Export Control Commission) had been advised of
their obligations under the resolution in an advance circular
distributed on 28 December. A more comprehensive report on
the resolution is currently being prepared by the MFA's UN
and Global Issues Directorate, said Doichinov. Once signed
by the Foreign Minister, the report will be forwarded to the
Council of Ministers, which will issue a decree on the
resolution's implementation.
