(SBU) We delivered reftel invitation to the MFA and MoI on
April 19. Despite repeated approaches from us, our MFA
contacts have given little indication of Bulgaria's intention
to join the Global Initiative to Combat Nuclear Terrorism,
insisting instead that extensive inter-ministerial
consultations will be required before Bulgaria can determine
whether or not to endorse the Statement of Principles. The
first of these consultation meetings has been scheduled for
the end of April, and the MFA hopes that the review can be
completed "relatively quickly" in comparison to the 18 months
that it took Bulgaria to complete its review of the
Proliferation Security Initiative. We will continue to
advocate with the MOI and MFA on this issue, but we do not
realistically expect Bulgaria to join the Global Initiative
before June.
