(C) We raised reftel points with MFA's Head of Human Rights
Directorate, Ivailo Ivanov, on April 13. Ivanov promised to
pass the request to the relevant agencies but declined to
predict the government's answer. He said he wasn't aware of
any expatriate communities in Bulgaria of same nationalities
as the detainees. DCM raised reftel points with Prime
Minister's Foreign Policy Advisor Valentin Radomirski on
March 23. Radomirski said he would review the question, but
remained noncommittal on accepting the detainees.
