SUBJECT: BULGARIA SUPPORTS US CANDIDACY TO THE
INTERNATIONAL MARITIME ORGANIZATION (IMO)

(SBU) On October 30, polecoff delivered reftel demarche to
MFA Head of the USA Branch America Directorate Plamen Petkov.
Petkov was aware that the US was seeking reelection and said
he would pass the white paper to the MFA's UN and Global
Matters Directorate. Mr. Petkov contacted polecoff on
November 1, stating that the MFA's UN and Global Matters
Directorate supports the U. S. candidacy to the IMO. Petkov
then inquired whether or not the US Government would support
the Government of Bulgaria (GOB) in its IMO Council candidacy
in Category "C?" Polecoff replied that
U.S. policy for multilateral organizations is not to reveal
U.S. support for candidates or enter into agreements for
reciprocal support, and assured Mr. Petkov that the GOB's
requests have been passed to the appropriate office for due
consideration.
