(S) We delivered reftel demarche to MFA Head of USA Office
Plamen Petkov on Octover 2. Petkov agreed with demarche
points and said he would pass the message up his chain of
command and to law enforcement agencies. Also, DCM delevered
demarche message during introductory meeting with new Deputy
Interior Minister designate Yonov and incumbent Deputy
Minister Kotzev on September 25. Kotzev said his government
was alert to the PKK threat and noted that the Bulgarian
authorities enjoyed good cooperation with Turkish law
enforcement.
